تعتبر مصادر مصرفية أن “ما جرى أمس بالنسبة لتطبيق إجراء حاكم مصرف لبنان، وُضع في خانة عدم التنسيق بين مصرف لبنان والمصارف وبالتالي ستعود الامور الى طبيعتها بينهما، وستعمد المصارف الى تطبيق الاجراء على منصة “صيرفة” بسعر ٣٨ ألف ليرة بعد حصولها على الدولارات اللازمة لذلك”.
وعللت هذه المصادر عدم مباشرة المصارف بتطبيق الاجراء “الى انه كان قراراً مفاجئاً وغير منسق مع جمعية المصارف اضافة الى عدم وضوح الآلية المعتمدة للعمليات من هذا النوع، لكن هناك مصارف قامت بعمليات “صيرفة” اضافة الى بنك الموارد”.

وفي السياق، اعتبرت الرئيسة التنفيذية لبنك الموارد الدكتورة نهلة خداج بو دياب ان “اختيار مصرف لبنان للبنك لعمليات “صيرفة” يعود الى أن البنك لم يقفل ابوابه امام المودعين، كما انه باشر بتنفيذ هذه العمليات من دون اي تلكؤ خصوصاً ان الدولارات ستأتي من مصرف لبنان، وقد اعلن البنك عن فتح فروعه في مختلف المناطق اللبنانية خلال الايام المقبلة من اجل تلبية الطلبات” .
وأمس شهد بنك الموارد اقبالاً من قبل المواطنين للقيام بهذه العمليات .
ويبدو ان الحماس لتطبيق هذا الاجراء واجه نكسة من خلال قطاع المحروقات الذي قيل انه يشتري دولاراته من السوق الموازية وليس من منصة “صيرفة”، لكن كما يبدو فان الحاكم مصرّ على ضبط سعر الدولار وعدم ارتفاعه الى الخمسين الفاً.<\/p>
